Analysis of the Needs of a Website-Based Asset Management Information System for Government Agencies Using the PIECES Framework

Abstract

Effective asset management in government institutions requires an information system that can support accurate, efficient, and accountable asset recording, monitoring, control, and reporting. Manual or semi-computerized asset management can lead to data duplication, reporting delays, difficulties in tracking assets, and weak data change control. The purpose of this study is to analyze the requirements of a web-based asset management information system for government institutions using the PIECES framework. This study uses a descriptive qualitative approach through a literature review of 50 articles relevant to asset management systems, government information systems, web-based systems, the PIECES framework, information technology governance, and system security. The analysis was conducted by classifying the literature findings into six PIECES dimensions: Performance, Information, Economy, Control, Efficiency, and Service. The results show that the required system must include features for asset data management, asset categories, asset locations, users, transactions, maintenance, supporting documents, quick search, dashboards, automated reports, audit trails, data export, and data backup. Non-functional requirements include access, system performance, ease of use, compatibility, scalability, and ease of maintenance. This study concludes that the PIECES framework can be used systematically to formulate requirements for a web-based asset management information system that is aligned with the characteristics of government institutions.
